  3. Crepe paper or tissue paper
  4. Thread needle or stapler

  1. Stack several layers of tissue paper neatly in front of you. 
  2. Starting at the short end, accordion fold 1 inch sections of the tissue paper until the whole length of the tissue paper is folded together.
  3. Secure the center using a needle thread, a rubber band, iron stick (which is foldable) or a stapler. Be sure the thread goes through all layers of the tissue paper.
